Our Team

Ms. Kelly is the Founder, Managing Director and Sole-Owner of North Bay Group I, LLC.  Ms. Kelly founded the company in 1998 and, since then, has devoted 100% of her time and effort in the company’s operations.  She has served as the managing general partner of Foxcroft, LP, Hampton Investment Properties, LP Enfield Garden Associates, LP, North Bay Group-Great Bridge, LP, North Bay Group-Nansemond, LP, North Bay Group-Lynnhill, LP and Collinwood, LLC comprising every existing or previously owned property in the portfolio.  Ms. Kelly plays a key role in acquiring new properties directly involved in raising the equity funds and arranging financing.  Ms. Kelly underwrites potential acquisitions and determines which prospects are acceptable candidates.  Ms. Kelly owns a substantial interest in each property and is directly involved in maximizing the value of the properties in the portfolio by supervising front-line activities along with other key employees.  In 1984 she began her career in real estate development and syndication as an Asset Manager in the Syndication Department at Goodman Segar Hogan in Norfolk, Va.  During her tenure she asset managed properties within the EF Hutton/GSH Commercial Properties Portfolios.   These portfolios owned office buildings, shopping centers, office/warehouse, and industrial properties throughout the United States.  In 1993 she became the Chief Financial Officer at Frye Properties, a developer, syndicator and manager of multifamily properties.  She managed front-line operations of the Company’s multi-family portfolio supervising on-site property management and maintenance functions.  Ms. Kelly holds an undergraduate degree in Financial Management with a concentration in Accounting from Old Dominion University graduating Summa Cum Laude in the top 1% of the class.  Ms. Kelly holds a masters degree in Business Administration from Old Dominion University.  She is a Certified Public Accountant, Certified Management Accountant, is Registered Apartment Management Certified and a Certified Tax Credit Compliance Professional.  See attached resume.

W. Michael Kelly

Mr. Kelly is a key member of the management team, jointly responsible for executing the Company’s financial and strategic plans. Mr. Kelly joined the Company in 2003 and serves as co-general partner of Hampton Investment Properties, LP., Enfield Garden Associates, LP., and North Bay Group-Great Bridge, LP. Mr. Kelly seeks out acquisition candidates and jointly oversees the property management and rehab process. Mr. Kelly supervises REAC inspections and directs the maintenance function at many of the properties. Mr. Kelly has a State of Virginia Class A License- Builder classification and serves as the general contractor of all rehab/new construction projects. Mr. Kelly plays an active role in the front-line operation of the Company’s multi-family portfolio supervising on-site property management and maintenance functions.

Mr. Kelly holds an undergraduate degree in Financial Management from Old Dominion University. 

Mr. Kelly is responsible for regional oversight of all maintenance, management, and financial operations within the company. His employment with the firm began in 2016 where he worked in accounting, performed bookkeeping duties, assisted in annual compliance audits, and served as a floating property manager within the portfolio. Mr. Kelly has multiple years of site level experience managing both affordable (LIHTC) and conventional properties and is responsible for the implementation of new technology and management practices within the firm. Mr. Kelly graduated Summa Cum Laude from Old Dominion University with an undergraduate Civil Engineering degree and The College of William & Mary with a Masters in Business Administration (MBA). He is a Certified Apartment Portfolio Supervisor (CAPS), NSPIRE Accredited Compliance Expert (ACE), and holds an EPA 608 Universal HVAC license. He is also a graduate of the United States Marine Corps Officer Candidate School in Quantico, Virginia.

            Mr. Kelly’s personal interests include weightlifting, running, archery, firearms and reading books on the history of the Marine Corps, American history, and physics.
